The Heads of Mission of the European Union, Switzerland and Norway welcome the announcement (on Friday) by the three major Nepalese political parties that they have formed a High-Level Political mechanism to deal with the key outstanding issues of the peace process and pave the way for its positive conclusion.

2010 is a critical year for Nepal and its peace process. Following a year of slow progress in the implementation of the peace agreements and in the constitution drafting process the Ambassadors encourage the parties to make use of this mechanism in order to rebuild trust in the peace process and rediscover the spirit of compromise needed to complete the task. They believe that the priorities of the High-Level Political Mechanism should be the sincere implementation of the CPA and the completion of its key commitments, especially the drafting of a new constitution.

The European envoys also welcome the start of the discharge of the disqualified from the cantonments and strongly support the rapid completion of this process. They urge that the key issue of the future of verified former combatants also be finalised as soon as possible. They urge the political leaders to agree the numbers and modalities so that the process can begin in the near future. The Nepali people have waited long enough for this essential part of the peace deal to be implemented.

The European Ambassadors are encouraged by the renewed commitment to bring the peace process forwards and would like to reiterate that they stand ready to support the process based on the needs identified by the parties.
